Treasurer of the University of Ghana SRC, Micheal Kuti has stated that the delay of the presentation of 65th UGSRC budget statement and policy document of the University of Ghana Students ’Representative Council for the first semester of the 2022/2023 academic year to the General Assembly was due to new management policy.
The UGSRC Constitution demands the UGSRC President to present the budget before the General Assembly 21 days after assuming office. This year however, it took 60 days for the budget to be read before the General Assembly.
The budget was read to the General Assembly by the UGSRC treasurer Michael Kuti on 11th March 2023.
Speaking to UniversNews, Micheal Kuti explained that the budget was prepared weeks prior but had to be restructured to fit the new management policy. According to the treasurer, the new management policy involves the presentation of the budget on an academic year basis.
“But there’s been a new management policy. So even though the SRC budget was ready some weeks ago, we couldn’t present it because we had to draft a budget for the whole academic year. What has been happening over the years is we present the budget [21 days after office assumption]. They depend on a semester basis. But then the new policy I am talking about is that we are to present the budget for an academic year. Yes, that has been the new policy. So that is what we seek to do. The budget I presented is for the first semester, but there’s also a second semester attached to that.”
He however revealed that due to constitutional requirements, the second semester budget would have to be read as well.
“But due to the constitutional requirements of the General Assembly, we could only present that of the first semester. We are waiting on the leadership of the house to give room for the second semester as well.”
