Unlinked Sim cards to be deactivated on 30th November 2022- Ursula Owusu

The Minister of Communications and Digitalization, Ursula Owusu-Ekuful has stated that all SIM cards which have completed the first stage of the registration exercise but not done with the second phase will be blocked from accessing data services on 20th November 2022 and completely deactivated on 30th November 2022.

The Minister in a statement on November 11, 2022, explained that the government will be announcing new measures for the ongoing SIM card re-registration exercise to help citizens who have genuine concerns about not acquiring their Ghana Card.

All SIM cards which have completed the first stage of the registration exercise but not done with the second phase will be blocked from accessing data services on 20th November 2022 and completely deactivated on 30th November 2022.

A further announcement would be made shortly on measures to accommodate those who genuinely do not have Ghana cards, once the ongoing consultations have been completed”.


The communique further reiterated that no one can use another person’s card to register their Sims.

One key reason why some of those who have linked phone numbers to Ghana cards have been unable to complete the bio capture of stage two is that they used other people’s cards to link their numbers. You cannot use someone else’s Ghana card to register your Sim. 

The Minister has however called on Ghanaians to cooperate with the various authorities to ensure the success of the registration exercise.

Data from the Ministry of Communications and Digitalization shows that a total of 30,011,082 network users have completed the first stage (linking of Ghana Card to SIM number).
As of November 9, 2022, 20,892,970 subscribers, had completed the SIM card registration (linkage and biometric).
The Sim card registration began on 1st October 2021 in a bid to rid the country’s cyberspace of fraud, and monitor and track down persons who use their phones for criminal activities.

The exercise, which was expected to last for six months, on 31st March 2022 has since been extended due to a large number of people being unable to successfully link their Ghana cards to their various network service providers.
