New NSP policy to align with national priorities, introduce global deployment – NSS

Director of Corporate Affairs for the National Service Scheme (NSS), Mr. Armstrong Essah has confirmed that all NSS projects will be strategically aligned with national priorities.

Speaking on Campus Exclusive, Mr. Essah highlighted that the new NSS policy aims to deploy and redeploy personnel to areas identified as priorities by the government.

This ten-year policy framework is designed to create employment opportunities and support national development by strategically placing graduates in key sectors.

“Every single program and project undertaken by NSS must align with national priorities. For instance, personnel will be deployed and redeployed in areas agreed upon annually by the government and the NSS.”

He emphasized that the scheme will extend its reach beyond Ghana, integrating a global perspective into its deployment strategy.

The international deployment will involve collaboration with countries like the United States, the United Kingdom, and Nigeria, where personnel exchanges will take place.

“The globalization of deployment will be a major motivator for personnel. The NSS cannot limit itself to Ghana alone. We have stayed local for too long. National service is a global concept, we are looking to integrate our processes with those of other countries, allowing for personnel exchanges. The host country will provide the same benefits and allowances to our personnel as they do to their own, and vice versa.”

Highlighting the impact of the new policy on NSS staff and personnel, Mr. Essah noted that the scheme will be streamlined to align with public sector standards, resulting in significant changes for the service personnel.

“Every NSS operation will be streamlined to match public sector processes. Staff grades and promotions will align with public service standards. The data collection and registration processes will also be enhanced, giving personnel a head start.”

The NSS bill, which was laid before Parliament by Education Minister Dr. Yaw Osei Adutwum under a certificate of urgency, has been passed and is awaiting presidential assent.

This new policy marks a significant shift in the NSS’s approach, aiming to enhance the scheme’s impact on national development while offering exciting global opportunities for service personnel.
