Education Ministry praised by PUFA over planned reforms to chartering rules

The Private University Founders Association (PUFA) has applauded the Ministry of Education for initiating steps to review the Education Regulatory Bodies Act, 2020 (Act 1023), particularly the section that mandates private universities to obtain a presidential charter before awarding their own degrees.

In a statement issued on November 27, 2025, PUFA expressed appreciation to the Minister of Education, Hon. Haruna Iddrisu, for acknowledging the pressing concerns raised by the association.

“The Private University Founders Association (PUFA) extends its sincere appreciation to the Ministry of Education and the Honourable Minister for Education, Haruna Iddrisu, for acknowledging the concerns of Private Universities and initiating steps to amend the Education Regulatory Bodies Act, 2020 (Act 1023), and that a Cabinet Memo is being finalised to make the chartering process optional for private tertiary institutions,” the statement read.

According to the association, the current chartering framework has posed restrictive and difficult challenges for many private universities and has become a stumbling block in their efforts to contribute meaningfully to national development.

“This policy shift directly addresses the long-standing challenges associated with the current chartering framework, which Private Universities have often found restrictive and cumbersome. Making charter acquisition optional will provide institutions with greater flexibility to innovate and enhance their contributions to national development,” it added.

The association also commended the Minister for recognising the crucial role private universities play in expanding access to higher education across the country.

“PUFA also commends the Minister’s recognition of the vital role Private Universities play in widening access to higher education.”

PUFA reaffirmed its readiness to collaborate with all stakeholders to strengthen Ghana’s tertiary education landscape and support ongoing reforms.
